Not only are Commitment Forms meaningless, but they are not recognised by the SFA and should not be used by professinoal clubs as they give players and parents the wrong perception. You would be well within your rights to report the use of the form to the SFA, however, I suspect that although you signed this form, you were never given a copy?
On the matter of moving clubs, the only catch is the fee. For every year the player is registered with Club A, when he wishes to move, or is asked to move to Club B, Club A is entiled to seek payment of £5,000 per season. If Club B refuses to make this payment the player cannot move. This is more commonly referred to a 'compensation for training fee.
This system has been accused by some clubs as creating a transfer market for kids and appears to be in complete oppostion to FIFA's Regulations on the Status and Transfer of Players, Article 20, which states -
Training compensation shall be paid to a player’s training club(s): (1) when a player signs his first contract as a professional and (2) each time a professional is transferred until the end of the season of his 23rd birthday. The obligation to pay training compensation arises whether the transfer takes place during
or at the end of the player’s contract. The provisions concerning training compensation are set out in Annexe 4 of these regulations.
Please all bear in mind that if a player signs for a club at the age of 15, the club is entitled to retain him for not just one year but 3. Yes the club can hold the player for 3 years with no exit available to the player.
